High Court Permanent Bench in Gulbarga

                                            A dream spanning over four decades will finally come true for people in Hyderabad Karnataka on Saturday, when Supreme Court judge V. Gopala Gowda inaugurates the permanent Bench of the Karnataka High Court here.

The upgrade of the Circuit Bench here into a permanent Bench would end all speculations about the future of the Circuit Bench and bring justice nearer to the people. The Bench will have jurisdiction over Gulbarga, Raichur, Bijapur, Bidar and Yadgir districts.

However, the long-pending demand of advocates of the region, for including Bellary and Koppal (which come under the Dharwad Bench) under the Gulbarga Bench, remains unresolved. Although Bellary and Koppal, for all administrative reasons were part of the Gulbarga division, the Karnataka High Court, pressured by Bar associations, included them under the Dharwad Bench instead of the Gulbarga Bench, when the Circuit Benches were granted.

The Gulbarga Bar Association had maintained pressure on the High Court, seeking a reversal of its decision for the simple reason that inclusion of these two districts under the Gulbarga Bench would reduce pendency of cases in the Dharwad Bench and increase the number of cases in the Gulbarga Bench.

Following an uproar over the failure of the authorities in inviting Union Railway Minister M. Mallikarjun Kharge and former Chief Minister N. Dharam Singh to inauguration of the permanent Bench, the authorities in the last minute buckled and included both names on the invitation card, which was distributed in the city on Friday evening.

The authorities did not include their names due to the cases of violation of poll code of conduct in the last general elections (two each) pending before the Circuit Bench.

However, the Circuit Bench had dismissed all cases pertaining to violation of the code of conduct recently. The inaugural function also lost its sheen due to the absence of Chief Minister Siddaramaiah.

In his place Law and Parliamentary Affairs Minister T.B. Jayachandra would be participating as a guest. Chief Justice of the Karnataka High Court D.H. Waghela would be presiding over the inaugural function in which senior judges N.K. Patil, K. Bhakthavatsala, Chief Secetary of Karnataka government S.V. Ranganath, Advocate-General Ravivarma Kumar, Chairman of the Karnataka State Bar Council Muniyappa and Gulbarga Bar Association President D.K. Yusuf would be participating.
